I gather that all 4 commanders-in-chief agree
to all your proposals i.e. (D) (E) (F) (G). So
far as lies with me I concur. Point is that their
governments should approve and approve quickly.
Only thing I am definitely against is proposal
seizure of Shanghai customs, at any rate at this
stage. We might not know what to do with the
money.
